Starting Problem Empty Starting Problem

Hi Have any Renault Owners out there ever come across this problem? My Renault Traffic 900 smokes badly when starting from cold. its had new glow plugs.and i have tried additives to fuel but still it persists.would appreciate any advice or comments. Tamertonman.
