T4 not starting

AS Topaz t4 2003 model. Engine turns over but doesn’t burst into life, called out breakdown. It appears to be electrical problem, possible relay. According to vw/ Bosch relay situated on fuse panel or under drivers seat , unfortunately not in either place. Have not been able to locate relay. Any ideas of possible location please?

Don't forget to say exactly what engine you have, because A/S made a number of VW-based conversions with uncommon engines in the early 2000's.
