Clean water tank cap on Dorset 2004

We've just purchased the van. Getting it sussed out.
We cannot get the cap off. It's a twist and push system. Doing both but just spinning. No purchase. Help please! Any tips. Thanks

Is this a locking cap?

Yes...key opens the lock, but it just keeps turning

Have you tried holding cap still, turning key, then unscrew cap?
