I've yet to visit Bulgaria. But yes, I get your point.
I've toured Switzerland, Austria and Slovenia many times, and despite what some say it's no problem getting around without a vignette, just takes more time, and being retired we have lots of that..

The Swiss Vignette is an absolute bargain. 40SFr for 12 months making it one of the cheapest vignettes. It's also been that price for years now and only increased slightly over time. When i was driving to/from Switzerland regularly during the early 90's it was £20/25 from memory. For any car owning Swiss they don't even blink twice at paying for a vignette as it's just small change to them. A vignette costs €100 a year for Slovenian residents in their country which i think is scandalous, especially when you compare the vast wage differential between them and Swiss.
Bulgaria is worth visiting but steer clear of the coastal parts such as Sunny Beach which are horribly tacky and rammed with shops flogging tourist tat. Inland is where you experience the real Bulgaria. Food and drink is mega cheap.....and that's Restaurant service too.
