P. Reg legend turbo problem
Hi our ‘Legend’ has a turbo problem. It won’t kick in when power needed
We have tried
Checking all pipes
It’s had a gas test
Turbo is turning freely
Cleaned all joints
Still won’t kick in stuck for what to try next.

Is there a reason why you think the problem is specifically the turbo? If it's low on power when you put your foot down, there are other things that might be the underlying cause - for example poor fuel delivery. It's a long time since I last owned one, but IIRC the turbo is a variable vane type, so if you know for sure that the turbo turns Ok and is undamaged then I would look next at the actuator that controls the vane mechanism, to make sure it moves freely.
Have you looked into whether it's possible have diagnostic codes read to see what is going on? I'm fairly sure that the '95 onward engine management was diagnostic capable, though a special code reader was needed that not many garages are likely to have these days.
