Nuevo Brakelights Empty Nuevo Brakelights

I have recently fitted a 2 metre tandem rail to the bike rack fitted on a 2015 Nuevo. With the tandem on the rack the brakelights are mostly obscured by the wheels so is it possible to swap the brakelights  into the reflector  location? Are there any legal implications?
