Err no but-

From the add:
“Our goal with this Antenna, was reception equal or better than a directional Antenna but with all of the convenience of an omnidirectional.”

Goal or not unless they have found a way to defeat the laws of physics they can’t, not in any sort of sensible comparison anyway. Note there is no information on what particular directional antenna it is supposed to “better than”.
This is the usual marketing hype quoting a meaningless spec. Virtually all of the quoted gain is that of the amplifier and if there is nothing to amplify in the first place no amplifier is going to work. The system actually consists of aerial gain plus amplifer gain and if the aerial gain bit is to low no amount of amplification is going to get a signal. The radio "bods" on the forum will know that that is an over simplification but it's the idea I'm to convey rather than all the technical stuff.

If you believe the spec this:

Is much better than this:

Trust me it isn’t.

Some aerials will work better than others but before you go spending money but remember that no terrestrial aerial will get a signal everywhere. Before you go spending money have a look at this:

Another vote for directional aerials . No two sites are the same for TV reception and flexibility of direction ( and vertical/horizontal capability) is essential.

It appears the Milenco 900 has neither of these attributes
