'Spare Wire' in fuse box

'Spare Wire' in fuse box
When checking my tyre pressures my battery pump blue the fuse in the engine compartment fuse box. When I opened the fuse box I noticed a fairly thick red wire with crimped connector hanging the next to the jumpstart positive terminal. The wire was live. It looks like it should be connected to the jumpstart terminal. Can anyone confirm this.
I wrapped the terminal with insulating tape until I find out where it should go.
