Leisuredrive have worked that way for years as do Autohaus and I suspect most small converters. I don't think it would be any benefit, if it is a way of avoiding the tax hike, if you purchased a van from stock.

At one time fairly recently, AS would build any of their VW conversions on an owner supplied chassis. I don't know if they still do that as the factory is at capacity with standard models.

I wasn't aware of that. They did get a bit more inventive towards the end of production of the VW conversions - such as outsourcing the actual build, if I'm remembering right (not that that would affect the VED in any direct way).
